It has to mafia related , in most mafia murder cases they chop off your head , hands and feet and hide each part in various locations making it very hard for the feds to trace once they have a body.
I presume they have killed a few people at once and burried all the parts at once in the ocean and some how they have come to shore.

Let's not jump to conclusions, there's no compelling evidence that this is mafia related thus we shouldn't accuse them without basis. No one likes to be accused of something they didn't do... think how you would feel if the shoe were on the other foot. |

I'm not sure why one would take such care to make sure no one stumbled onto the bodies if they were going to just toss parts of it into a few feet of water. |
