Most .wav editors (e.g., Sound Forge, Wavelab) have time-stretching and tempo-altering capabilities. Audacity is a free wav editor, but I'm not sure if it has this feature or not - someone else may know. It can also be done with Melodyne. I'm not sure about other DAWs, but Sonar also has a couple of tempo-changing features (Audio Snap, Fit-to-tempo) that work pretty well.
One thing you'll find with all of these, is that you'll generally get the best results with the smallest tempo changes. Trying to change the tempo of a vocal track from, for example, 100 bpm to 140 bpm will likely introduce some audible artifacts and/or just sound very unnatural. |
