Jamaica is not a very rich country. They have always been strong in sprinting (genetics?), and they also do not participate in as many of the world events as the more developed countries. The big race is the olympics and all of the attention is focused on this. Innocent until proven guilty.

The pool was made specifically for breaking records. I can't remember exactly why, but I'm sure I listened to commentators talking about it, I think that pool is deeper than usual or something?
