Yes Frenetic indeed features elements from The Pied Piper/Golden Girls - Kinetic (Orbital Remix), at parts it sounds very much like a reworked version of Kinetic only with different vocals.
Original version of Kinetic is Love And Pride Mix and was made by Michael Hazell together with Paul Hartnoll in late 1990. Hartnoll was uncredited on the initial release, yet he was involved from the beginning. The track was first released under the artist name The Pied Piper in 1991 with another mix from Michael & Paul titled I'm In Heaven Mix and a totally different sounding remix by both of the Hartnolls under their Orbital guise. Orbital Remix then became the main version for all the following remix releases and also the basis for further remixes. The remix has been rereleased under the artist name Golden Girls in 1992 and again in 1993 and again and again and again and with several new remixes released over the years.
Thanks to the countless mislabels and compilations and rereleases missing the mix title on Orbital's mix, many people believe it's actually the original when it couldn't be any further from the truth as it really is pretty different from the real original version.
The version DuBam linked, is not the 1991 original but an edit of Frank De Wulf Remix from 1992. Here's The Pied Piper - Kinetic (Love and Pride Mix) from 1991:
