the Vatican (Vatican City to be more precise) is the complete opposite of a Democracy. its an absolute Monarchy.

Um... not to be a pest; however, wouldn't the Vatican be better described as an oligarchy, given that the Pope is elected by a group of elites (Cardinals)? If it were an absolute monarchy then the pope would simply name a successor. |
