Can cell phones be transfered wout owner?

| I want to buy a phone, I'm told it was "found", but I'm not sure. I don't want any headaches. Is there a way to change a phone from someone else's name to mine with out having consent from the original owner? I thought once a phone was registered to a person that it couldn't be used by another without some tech support from the service provider. Any help would be appreciated. |

Phones aren't registered to anyone. The SIM chips are. Switch out the SIM chip, and it might, might work. |

unless it's CDMA then if they blacklist the phone you're screwed. |
