If you want cheap then stay at a hotel in Queens and take the train into the city.

check out westchester. I know there are a couple of motels and hotels that are near a metro north train station. All you would have to do is take the metro north down to 125th for the festival :D

There is an international student hostel in the west high 90's/low 100's.....cant remember the name, but Ive seen it and it looks clean, cheap, and full of young people :) Perhaps you ought to google it and see if anything turns up?

Yea, Queens is safe imo. I probably wouldn't raise a family there if it wasn't by my standards. But like any other borough its bound to have it's bad parts.
