Get a case that has 120mm fan mounts only, such as the Antec SOLO. It's obviously better to have a big fan that moves slowly, than a small fan that spins fast; the bigger fan will move the same amount of air, but quieter. With a PSU that has a 120mm fan, a good quality 120mm case fan on the rear exhaust hole and a good CPU heatsink, you can usually run the CPU without a fan on it directly. The obvious benefit here is that you cool the CPU and remove hot air from the case, at the same time. Normally, the CPU fan cools the heatsink, but the hot air just stays in the case, unless you get an extra case fan (extra noise).
Both of my computers only have 2 fans in total; 1 in the PSU and 1 case fan. Neither of them have fans on the CPU or video card. I'm using fans with Sony bearings (Scythe S-Flex). They were expensive, but the most quiet available at the time. Have a look into them.
BTW: Among other things, the SOLO cases have rubber hard drive mounts, which also help to reduce noise. Lian Li are overrated, in my opinion. |

i can see a problem if it sounded like it was about to take off, but a quiet blowing? |
