i think the guy did it on purpose, but not maliciously. why was there a rubber bullet instead of a real one (or none at all)? he probably was an idiot and thought "huh, rubber bullets are non-lethal! this will be HILARIOUS!" but failed to realize that just about anything shot out of a gun at point-blank range can be dangerous, lol

"I've got to keep my eyes on the ground to avoid slipping and I'm also looking up to avoid falling lumps of ice," he added.
In Kashtanova's case, municipal authorities argued that the accident was her own fault, saying she ignored warning shouts from street cleaners because she was wearing headphones and listening to music, Kalachev said.
But her outraged family has appealed to Russian President Dmitry Medvedev, demanding that he punish the city officials responsible. The city hall however says that accidents are inevitable given the scale of the ice-clearing after such a severe winter.
I don't know about Russia, but considering the divorce rates in the US, 1 in 6 was probably the least risky endeavour of the evening.

The funny thing is it's not even a revolver, its a semi-automatic. Even if there is only one bullet in the clip there's 100% chance it will fire not 1 in 6 and that's exactly what happened.
