How to make a pro looking banner for forums and sites?

How does one make a banner using say the background image from thier myspace page and add text and have a graduated dark top section so it blends into a dark background like that used on this forum?
All I have on my net connected PC is 'PAINT' - would I use that somehow - surely not - I cant even find how you type in text over an image - so I hand draw it - all shakey n :whip:
Any simple tools out there?
Must be able to add such a banner to a forum like this - are there size / pixel restriction implications?

| Make it in PNG format and use a transparent background. Unfortunately paint doesn't do transparent backgrounds. Adobe Photoshop does. Surely some other packages as well... |

It's pretty much a 'learn Photoshop or something similar' answer I think.
There's a load of tutorials out there, and it's something i've been meaning to do for a decade too :rolleyes: |

Yes, this is what I'm using at the moment, but the best person to talk to is Kysora - expert in Photoshop (designed cover for our TA Album - amazing work).
