Secret parking ticket exemptions costing millions

A secret 25-page City of Toronto booklet, containing a list of people, services and streets exempt from paying parking tickets, is costing taxpayers millions of dollars in unpaid fines and should be reviewed, says a veteran councillor.
Howard Moscoe, chair of Toronto’s licensing commitee, said he has seen the ticket cancellation book and is not pleased by its contents.
“This book is not available to the public and I am not allowed to speak about its existence,” he said.
Moscoe said the confidential enforcement protocol applies to a wide range of motorists including delivery vans, out-of- -town visitors and even taxis and limousines.
He added residents from at least two downtown streets are spared tickets due to agreements struck with city officials years ago.
The streets designated for exemptions — located near Maple Leaf Gardens — are believed to have been reserved for late Leafs owner Harold Ballard and friends during home games.Those eligible for exemptions under the secret protocol can get tags cancelled by taking them to one of the city’s parking ticket counters.
“The book covers an entire range of parking violations,” he said. “Instead of enforcement protocol we should call it a ticket cancellation protocol.”
Moscoe said city has changed culturally and demographically since some of the exemptions were drawn up years ago.

If you are old, have a medical condition or are religious you have a good chance of beating a parking ticket in Toronto.

How is this costing millions? I don't really follow that.

Because millions of dollars worth of $30 tickets are getting thrown out and not taken to court? The cost to enforce these in court would substantially outweigh the revenue that would be brought in through collection.

i agree with you, if anything they are making a profit since the majority of people don't bother disputing fines and just pay them off but that's where this document comes in handy. Prior to this no one knew what our rights were when it came down to disputing a parking ticket now at least we know if it is worth our time.
