I cant get this sample to sound any closer to them at all, it is really frustrating. I have been playing around with the fine tune but am I even on the right track with it?

Yes there is, you're just not looking. I'm not being rude but just google FM8

If you still can't figure it out then I suggest you sell the magic box in front of you that changes when you press those funny symbol like keys.

I know he means a VST called FM8, what i didnt get was if he meant it was a preset in FM8 or if he meant that VST would fit the bill to create a similar sound lol

I always thought Alt+f4 used the Nord Lead 3 extensively. The NL3 was released in 2001 and Alt+F4 debuted in 2004, so it's possible. I base this on nothing but the general sound of the track. It's definitely some form of FM synthesis and the other synths are nice and tight, much like the Nord Lead 3.
