Admittedly this is a bit of a plug since I do volunteer there and I'll have my own show in a few weeks but Concordia's campus station, CJLO 1690AM, is all non-commercial music. They've got high-quality shows that span all kind of genres and the only rule is that it can't be commercial, so it's stuff you won't be hearing on any mainstream radio shows.

They're gaining quite a lot of international recognition actually. They just won 5 awards, out of 11 nominations in 12 possible categories, at the CMJ Conference in NYC, which is the largest organisation that tracks College stations in North America, including tying for Best Station. They were also one of only 3 North American stations, and the only Canadian one, invited to an international radio conference in Switzerland this year.

Definitely worth checking out.

Alternative/Non-commercial radios in Québec are almost exlusively University radios. They broadcast on public air.
