It's actually because "contests" are illegal in Canada and have been for a very long time. Any game of chance, sweepstakes, draw, etc. is considered gambling by the Canadian government, so if its not run by them or licensed by a gambling authority, it has to have some element of skill. Same reason you have to answer that stupid math question if you win something on McDonalds Monopoly.
