It's actually called "kosmische musik" and it was born out of krautrock when German bands of that era slowly started abandoning traditional rock instruments and started employing synths and focusing on cosmic themes. Schulze's former band Tangerine Dream pioneered the sound with albums such as Zeit, Atem and Phaedra. This particular track actually sounds like bastardized version of Movements Of A Visionary from Phaedra.
