MP3 bitrate / frequency

I have a stupid question regarding MP3's. I need a program that will convert my MP3's (mostly 192) into a lower bitrate so I can post in the unknown tracks section. Does anyone know of one?

Hey,
Check out the tools section of this website. I beleive Swamper posted a link to a program that will do that for ya. |

yup it's in the software section, under Videos. It's called MPEG Suite
