Native Instruments' The Finger. It's not free, but it's a lot more more affordable than Stutter Edit. If you happen to have Kore 2, you get dedicated controls for it as well.
I've used it this morning on a track I'm working on...
You can hear it on all the vocals (except for the chorus at the end), at around 30s, and during the final breakdown/buildup between 49s and 54s.
I own DB Glitch, and some Reason Combinators that glitch, as well as Ableton Live, but this is much more powerful, precise and easy to use! It's a bit pricy, but I think I'm going to bite the bullet...

Cool track, Avatar One! I have a few glitch plugins as well (Artillery 2, The Finger, Glitch), but I've got to agree. This thing beats all of them. It's cool that they give you a 10-day unlimited trial for the demo. I'm going use it for the next 10 days then decide, but I'm pretty sure this will be mine.
Anyway, here's a little demo I threw together. It's just three loops from the Jody Wisternoff library (synth, bass, drums) with Stutter Edit applied to the synth in the first part, then the drums starting around 2:00.
