not really. The idea behind UK garage was to take a track with a 'pop' kinda feel (catchy lyrics or melody) speed it up almost double time, throw on a breakbeat bassline with some drum and bass influence. It's not the mish-mash of random elements that dubstep is.
I used to like a little garage, but the genre died out so fast.
