Yes. We don't pay them to go do that. Granted some bad apples may do things like that on their own accord, but it's neither condoned nor tolerated when it comes to public light (see Abu Ghraib).
This is a bunch of neanderthals punching a defenseless woman on camera as some sick and moronic form of entertainment. I don't know what's worse, the guys punching her, or the troglodyte behind the camera laughing the whole time.
