Our political campaign laws actually require that candidates say that. Forcing them to "stand by" the words in their ads is supposed to discourage them from making really nasty attack spots.
Of course it ends up looking superfluous and silly when the candidate is the one speaking in the ad.

It's hard to believe this is one of the top presidential candidates. Obama is pretty horrible, but I'd have him as president over this douche any day of the weak.
