Never going to happen in a country where privately owned prisons are a big ing business. The more people rot in jail for decades due to minor drug offences the more money the people that own the prisons make. |

I know you said you were playing devil's advocate, but I just had to type a response to this point.
There's no "best" way to combat drugs because a war on drugs in any capacity is a failure. The prohibition itself created the black market. It is also the only thing preventing us from reducing, managing or eliminating all the drug related societal problems which it claims to be against, since these problems are a direct result of the prohibitions existence (human drug trafficking, contaminated substances, gangs funded by black market drug money, lengthy prison sentences for possession, ignorance of safe and responsible drug use, unregulated underage drug use, and more). |

all this does nothing more than burden the judicial system a little more and ensure people who get busted spend a longer time in jail.
In a time where governement spending needs to be reduced, creating new charges to stack up against offenders doesn't help save money.
Now you'll get busted and get this and then some all at the same time:
-intent to resell
-intent to purchase CSA goods on foreign soil with intent of bringing them illegally into the country
-be a generally bad person who makes jesus cry
I never understood the american legal system, it's all about accumulation, get someone on the most count of charges so their lives are completely |

you're exaggerating that "all" drug-related societal problems are caused by prohibition. alcohol is legal and it causes a cluter of problems. |
