Looking for the sort of effect that would like sample an input and allow like destructive manipulation on that either by changing say the length , bit depth .....

Hmmm...maybe not exactly what you're thinking of, but Granite from New Sonic Arts might be close (it's a granular effect plugin).

The suger bytes Turnado is good for these effects. Alot of modulation and automation is possible.
But, if you dont tweek or design your own FX rows it can sound cheesy.

Actually, I should rephrase that to be more accurate - it's less of an effect, more of an instrument. If you have a short sample that you want to granularize, stretch, etc., you can think of it as an effect, but it's actually designed to be played like synth.

basically i am looking for a way to do that bass effect where you have the bass sound and then it kind of momentarily breaks up into like a , well like imagine a sample looped very fast then slowed down, that transition from a straight tone to a sound that is like a bunch of small grains.

Cant you just sample the bass, chop a 1/16 of the bass, loop it, and put a granulator plugin while automating the wet/dry?

Yeah, I agree. Turnado is perfect for that (and much more). Definitely one of the coolest effects that I own.
