well, that's not entirely true...i know a friend at Penn State who had taken commutative algebra and abstract algebra in his sophomore year, and was asking permission to take non-commutative algebra (which is a grad level course). So it can happen in any university, as long as the program (and faculty) allow it.
In the US, we have things like 'pre-requisites', which I know in Europe there aren't, or work quite differently; so as long as the student fulfills these pre-reqs, they have freedom to advance their education with graduate level courses in Science and Math.

The concept "racism" lost any meaning long ago. Now, as a word, it serves no descriptive function, except perhaps to convey the speaker's personal disapproval with whatever it is they attribute it to.
For example, I could say "broccoli is racist" to convey that I don't enjoy the taste of broccoli. In so doing, however, note that I have really only made a statement about myself, not about broccoli. That's the key to understanding what people are actually communicating when they bring up the idea of racism.
If someone says: "Saying that Asians are good at math is racist," grammatically it would appear that what they are saying is that the act of saying that Asians are good at math has a property "racist." By that interpretation, however, the statement is incoherent, because there exists no property "racist" which the act might or might not be. The unstated subject of the sentence is the speaker herself, and she is not asserting anything about the act of saying that Asians are good at math. Rather, she's asserting something about herself: that she disapproves of the act of saying that Asians are good at math.

I feel the same way about pedophiles. Society has got to chill on the whole pedophile thing. I get it, theres people out there that are sick and twisted but its not the whole in population. It's gotten to the point I am afraid to even look at a kid on the street. I in love kids. I like making funny faces at them, i like listening to their unimpressive stories and i like to make them laugh. But if one comes up to me on the street and says hi, I am in terrified of them. "where the are your parents, just turn around don't look back and walk towards them." society has killed children for me. I make a funny face at them in an airplane and all of a sudden their mother is huddling them in like im a sex offender or something.

Not really. I hang out with loads of Asians here, and I've seen this backfire quite often.
You see, I know you didn't say that with any ill intention, but it can both be a way of discriminating against non-Asians (yes, I've seen that happen, usually as a result of cultural cringe) or just being Asian and not fitting to the stereotype (which leads to a rather bizarre inferiority complex because you can't adhere to a false standard).
Still, if it happened because of that picture, then someone really needs to lighten up, because it was obviously an inoffensive joke :)

There's no such thing as a "positive" stereotype, or generalization. C'mon, even South Park did an episode on this. I think it's called "The Death Camp of Tolerance" or something. It's the first episode that features Lemmywinks.
