This is from Spooky's brief IDM phase during the mid-'90s, although IDM snobs will probably queue up to tell you how simplistic Spooky were at imitating the genre.

Sounds like ambient techno to me, though that's a pretty broad term in itself.

I'll reinsert my other suggestion at this point... I've no particular explanation, but Falx reminds me of Single Cell Orchestra, so give them a try as well. Most of their stuff is on Youtube.
