Not necessarily - for the majority of people it's where they currently live - regardless of heritage.

I always looked at it that way...that the flag represented the persons nationality, since their location isn't always their nationality/heritage.

yeah, I totally see the point you're making :D

I'm in Canada, but I'm not Canadian.. this is where my flag comes in (of course, I have to use Yugoslavian flag, but I would rather just have Montenegrian.. but that's a completely other -- and political -- issue now) :p
