Wallowing: indulge in an unrestrained way in (something that creates a pleasurable sensation).

You rarely hear someone say "Oh I was wallowing in happiness".

What's implied by those phrases is that you're stuck in something that you, yourself created. Someone who is wallowing in despair is not only afflicted by whatever tragedy, but they have allowed it to consume them, even if that "comfort" in submission is detrimental to their health. Nostalgia absolutely works this way as an effect of our memory (an often unreliable faculty), because it's ultimately nothing more than a self-indulgent gesture or even endeavor that acts as a trap of progress to some people.

Healthy or not, I think it's a part of the human experience, thoroughly enabled by the very fact that we typically have decades on end to experience life and its many losses. Nostalgia is almost a defense mechanism of sorts, an inherently languorous exercise in solipsism.

It can absolutely be said that one does not "wallow in happiness", but nostalgia is absolutely not the same thing as happiness, even if it can elicit that vagary.
