There are a few programs that will normalise a wav file or an MP3, but they are pretty useless. What you need is a "Loudness Maximiser" which will boost the signals to 0db without clipping. I personally use Sound Forge with a Direct X plugin called Steinberg Loudness Maximiser. The quality is awesome. Use a wav file first, then encode that into MP3 later.

As for ID3, this is just basically an MP3's tag information, which contains information such as Artist, Track Name, Album, Year etc. ID3v2 is the better one, as it can contain more info. Winamp allows you to change Tag info, which is acessible by using Alt-3. I take it you must have Winamp...Anyhow, there are also lots of Tag Editors around which make managing them a lot easier.

Hope this helps you.

yeah pretty much any program that plays ur mp3's (player only i.e. winamp, MMJB etc...) will let u edit the ID3's.. as for progs to normalize, soundforge is cool as paul said, also have a look at cool edit pro, its the same kind of thing :) i dont know if u can do it with soundforge but u can open and save as mp3 in CE pro, which saves the hassle of encoding it seperatly.

Peace
