m2v files are SVCD's (or Super VIDEO CD'S).. sort of like DVD, except lower quality and smaller size in MB's.
A lot of music videos these days are released in that format, since it has CD-quality audio and crisp video.
To play it, you need a software DVD player, such as PowerDVD.. try to look for one on the net.
