This. The difference being that in most countries the police only shoot as the very last resort when nothing else works, whereas in the US...

It's obvious that they aim for the body as it's the easiest place to hit and in extreme force cases you don't just want to clip the guy as he could shoot you etc, but the problem is that they keep going and in many documented instances, a disabling shot would have sufficed but instead they produce a hail of bullets to the body.
Actually british police, especially the advanced tactical services (SC&SO19) are trained to use firearms in non lethal/disabling methods. This was one of the problems with the Menezes shootings - they shot him in the face 5 times at point blank range because they erroneously through he had a release detonator in his hand, when really he looked a bit foreign, had a puffa jacket on and ran throgh the barriers as he was fare dodging. A lot of issues that then followed were because they had the ability to shoot him without killing him, as british tactical police are trained to do so.

In the USA they kill you if you're not obeying commands. There was an awful case here in LA just a few weeks ago. Someones bicycle got stolen, and some by standers tried to help the victim by looking for it, the police show up, think the bystanders are up to something and draw weapons. They all put their hands on their hands, 6 police are all yelling instructions to the bystanders and they are confused as . One bystander adjusts his baseball cap while his hands are above his head and boom - he's dead and two others critically injured. they were standing less than 8 feet away from the police.
I'm going to be conservative about what i say, but the "unwritten" rules thing that PKC alluded to is very real. Just think of all the videos we've seen where someone is running away from the cops and they don't go for disabling shots. They know the fall out from paralyzing someone who turned out to be innocent or running because they thought they were going to jail for child support payments. The cops can say I thought he had a gun and he was running. There's no other story when they guy aint around to tell. It's sad but it's real.

The government doesn't really give its people much, no way in hell are they paying out victims.
The offender is on the hook, and often the settlements are negotiated. If the offender has "guanxi" (Connections/relationships) they can, and have, gotten away with murder.
