I have checked everything I can think of with 'Future' in the title, as the vocoded vocal to me sounds like it is saying future, future, future (42:30)
Nothing I have found with future in the title around 99/2000 has been it but then I have not been able to get a sample of everything discogs returns for that search.

The bassline reminds me of some stuff on crosstrax but I have checked every release around 99/2000 and it is none of them.
I also tried Fog Area Trance around that time period but got nothing either.
Dj Scot - F (Future is now) was out around this time but any remix I can find is nowhere like it not even in melody.
I have emailed & tweeted mr pearce himself and just got a retweet.

Ok so I have been going through Discogs and listing anything with future in the title.

You will also hear Dave Pearce say it is "Polarize" by Switch. I reckon it was a demo back then as I don't hear that "The Future" vocal bit and they updated the name to "Switch - Future" on release:
