Buying buildings in Vice City?

Hi Hi,
How in the blue hell do you buy the buildings? Each building marker I go up to says "You can't purchase blah blah blah at this time, come back later."
I have about $14,000. I read on another newsgroup some guy buying a building for $3000.
How come I can't?!?! :eyespop:

| theres a house in the north of the city that you can purchase for about 2500 that provides another save point. all the other buildings are further, more advanced save points, which are unavailable, or some, like the dance club, etc. provide you with future missions. late| |

| You'll need to get further in the game to purchase some of them. I have about 9 buildings right now and I'm 39% done with the game. |

I completed the cop land mission, and after that Lance called me. Nothing was happening, so I started buying business. I have the taxi station, the ice cream place and the car dealership.
I did all the taxi cab missions, so I am getting money from there now. I also did the car race, and won it. What do I do now? I tried the ice cream mission, but couldn't figure out where to deliver the ice cream.
