Sounds like they took a whale recording,added some delay and possibly reverb and filled it out.
You could use just about any wale song sample, found a few here http://www.oceanmammalinst.org/songs.html

I'm sure I've heard that exact sound before though but might be wrong. Bit like the loon bird sample used in a lot of house tracks.

It's just a hunch but I reckon that whale sound is from a sampler or something, May be the Emu Emulator II that the Loon bird sample is off.

It's in this Fantazia clip here at 10m30 and after. See I knew it was specific sample (as it rang bells I'd heard it before.)
