That's right, the samples are from this recording, or it's a remix. I haven't found it yet. The recording was released in 2002 or 2003.
The DJ says "Dancefloor Killa" on the recording, perhaps it's a recording from Various – Dream Dance vol.24 - DJ Steam (3) – Dancefloor Killa! would match the release year. However, there's no audio available anywhere.

Okay, thanks for the help, that's not it, but we've got it figured out. We need to keep looking; I've been looking since 2002 :-)
The title might be: frequency low, dancefloor killa, keep the frequency,
maybe that's how we should search.
