if your really gonna get into this... you are going to want to learn HTML, ASP, and Flash. as for free hosting plans, you might wanna check your isp to see if they give you any space w/ you internet connection. you can also check anglefire and geocities to see if they still offer free hosting.

i'm not too much of a help in this area cuz i use asp.net and do all my website design w/ vs.net

Here are the basic steps to creating a website:

1. Decide what purpose your site will serve?
2. Figure out the content that will be displayed (text,pictures...)
3. Organize and design web pages that display this info in an logical way, while keeping the viewer interested.

As far as the technical specifics of building a site there are plenty of tutorials out there. Webmonkey is one that I like.

well, im making progress. in the program im using, im about 75% done adding what i want to my site, and i've found a free web hosting site.

but now arises a new problem. to register for the site, you have to have cookies and javascript enabled. (which i thought i did) i checked through my settings, and apparently cookies are enabled. (i dunno where to find javascript settings)

i click "continue" on the bottom of the page...and it says somethin to the extent of "COOKIES NOT ENABLED. to properly regester you must have cookies and javascript enabled"

wtf?

on the bottom grey bar, bottom-right corner of your IE window, there is prob. an eye. click on that eye and a box pops up and just right-click on each website there and click on "always accept cookies from this site" or something to that affect. your security settings are prob. too high to allow for everything to pass through.

Websites are what you want them to be, If you are a newbie then i recommend you read tutorials , Personally I create my webdesign in Photoshop first , then import the graphics in later on. I recommend you use a WYSIWYG Editor , Such as Dreamweaver MX , seems to be the best tool for building websites , Dreamweaver supports everything , even has its own flash aninamtions , also supports an FTP client inside, as soon as you save a design it is automatically updates your URL , There is so many options about designing a site, will you use FRAMES , TABLES OR LAYERS . Get to learn CSS and HTML , this is all you need to build a website. If you are a good learner and u have plenty of time on your hands i recommend you learn SQL and PHP , Or ASP inc JAVA , check out some of these links.
