Just taken a listen to the PvD EM for the Cirrus track, and I don't think that's it. Right at the end of my sample though you can hear Cirrus - Get Loose for a couple of seconds as this was the track he played afterwards, so maybe that's why you thought it was What Is A Scratch.

I heard a sample of What Is A Scratch on Cirrus homepage. I think your sample(ok, a little bit faster ) has a very similar bassline compared to the sample on cirrus site. But I am not sure because of the quality
