That "some reason" is that video simply doesn't work that way. In fact, both parts are corrupted when you split them like that; you're lucky that even the first one plays.
There are a handful of formats out there, like MP3, that either by design or by coincidence are still playable if you only have part of the file. WMV isn't one of them, and neither is AVI (DivX/XviD) or any of the other common video formats. There is critical information at the beginning of the file (the header), and even if you fixed/recreated the header, many compressed video formats don't exactly specify discrete "frames". Picking a random byte location to split certainly isn't going to do the trick.
I'd ask why you would even think about using WMV to begin with, but I guess that's beside the point. The best (free) program to use for splitting, joining, and doing other various edits to video files is VirtualDub. It doesn't natively support WMV but you can find a plugin for it that does. Or you can try VirtualDubMod which is (as the name implies) a modified version of Vdub that I believe includes WMV support.
