forget that phrase. sorry, but u will only run into senseless discussions where u will plain lose due to ur language deficit at the moment. because of germanys lil "different" history such a sentence is not really advisable. better be a patriot of yourself and ur knowledge that will take u much further here. 
also: try to learn the language as best as u can BEFORE u get here, that could save u ALOT of troubles and nerves... my advise, if u have the time n money, go ahead and spend ur holidays here, maybe even in the city ur planing to move to. get a feel for the city, people and ask urself if u are fine with it. theres nothing more cruel if u are at a place where everything n everyone annoys u and u cant go anywhere else for suspicous reasons. u should ask urself very well why u want to go here, because of what wishes u want to come true here and if it is even possible to let them come true here. i guess u have a bit of "general life experience" in ur age (what was it again?) so that shouldnt be a problem then.
generally, germany is a nice country, it surly has it crisis and negatives like EVERY country has. but even more it has alot to give, (and that is what alot dont know about anymore). a well build culture with great places, great nature and great citys. a social system thats my not state of the art for everyone but still cares of the very lower class ppl. open minded, friendly ppl (if u are in the right city). very healthy gastronomic and food-culture.
since some years its just a bit more different with getting the right job at the right place of ur choice. so be careful with that...
