Maybe its a kinda marketing sceem, and they're gonna wait a few more years and bring it back then... and put hype around it in dj magazines like "a legendary track that was never released... and now its FINALLY OUT!!"

it is really weird, i dont know why but the best bet would be to ask max himself lol
possibly it wasnt completely finished or he was wasnt happy with the end result and needed more time to work on it but why giving it to the dj's then...i dont know.
