what program is best

im looking for a program that will compress my mp3 files (ie. 192 kbs-->128kbs). there are tonnnnns out there, but i need the best one. one that wont crash (like many of them do), one that is fast and produces the best output quality.
can anyone help me out here?
btw im new here so i dont exaclty now where this should be posted, but i figured here is just fine

Goldwave will batch convert 1 or 100's of wavs or mp3's into whatever you want very quickly and nicely...just download the free version and grab LAME encoder (also free).

anyway, thx for ur guys comments, but i found the best one to be: Easy CD-DA Extractor 7
only problem is i dont have a crack for it. well i found one but it still says 30-day trial.
(btw, dont write comments saying like "why dont u just buy the thing" too bad! im poor k.)
