Yes. The host is responsible for illegal media being hosted. So emailing them will work.
I've sent an immediate removal email of my label's artists work from their site and also have informed the british phonographic industry's legal department. Shouldn't be long now.
However, although this is a sad shame of this site, I don't think they will be prosecuted if they haven't actually 'sold' any tracks. Although they will be forced to take down any mention of any unlicensed material.

En réalité, selon les informations qui nous sont parvenues, il semblerait que ça soit un site russe, comme la plupart des sites pirates aux moyens conséquents. Mais contrairement aux ténors du genre tel Allofmp3, qui visent sur des prix écrasants toute concurrence, P2P compris, Jetgroove misait lui sur un catalogue prétendument 100% indépendants, pour justifier sans doute des tarifs à prix d'or...

i phoned it and no answer. but yeah def there is some russian involvement, just hope that doesnt mean they cant be ed over |

Wow. I just dug up something extremely interesting:

and match the two addresses. That would understand why the site is registered in russian and the names of the people who run the site are also russian.
There's another phone number there. A non-premium one. Maybe someone wants to check it out.

I'm glad they've got none of my tracks. If they did, I'm sure they'd misspell my handle. >_<
I wanted to look into their "unliscenced tracks are not sold" theory, but considering that registration is required beforehand, I forwent that path. Oh, well. |
