There's one in Leeuwarden I know of. But it might be much more fun to have one around Amsterdam or Rotterdam so you can go clubbing and stuff

Well everything is easy to get by public transport. So you really dont have to be in Amsterdam or ROtterdam to go clubbing.

There are a lot of nice student towns in Netherlands:

Amsterdam
ROtterdam
Utrecht
Breda
Eindhoven
Tilburg
Den Haag
Nijmegen
Arnhem

and a little bit more futher away:
Groningen
Maastricht
ENschede

A lot of studies are nowadays in English. So in every big city there are a lot of foreign students.

The best school for Communication is NOT in Utrecht, that's 1 thing for sure (the study I do/did: Digital Communication) :p Thank God I'm almost done there, they have been messing around there with grades, losing papers etc etc etc. Not just me, but a lot of students made these complaints and school didn't do about it.
