WHY WHY WHY wasnt there a forced evacuation of New Orleans BEFORE THE STORM????

if you live in an area that is 45 feet BELOW SEA LEVEL you should not need to be told to leave when a catagory 5 storm is anywhere near you

well they actually cut millions of dollars in federal funding to help fortify the levees against stronger hurricanes so it was the federal government who shat the bed on that one.

besides you can't force evacuations, some people are too stubborn and stupid to leave anyways so what's the point?

plus living 2000 miles away, hell yea I would have evacuated that area. But if a cat 5 storm was hitting here, I might just weather it out.

I'm no lawyer, but I believe that you would have to declare a state of emergence to get those sorts of police powers

and then the first person who said no would probably tie the whole thing up in court since no emergency actually existed yet
