Notice he refers to collateral damage. It may be minimised but it is still recognised that it will and has occured. |

Absolutely, they were attacked because they declared independence, and russia refused to recognize it. The terrorist attacks only came due to the atrocities that occured during the russia-chechnya war from 94-96. |

Others have achieved this without resorting to terrorism. In my view they are not innocent at all. If they had of done things differently, then yes I would agree they were innocent.
I am not defending Russian actions by the way. |
