City To Ponder A Ban On Panhandling

Depending on which city councillor you ask, a new study on panhandling in Toronto is necessary or 'shameful.'

Coun. Jane Pitfield, who's running against David Miller for mayor in this fall's municipal election, pushed for the probe into banning people from begging for money on city streets.

She first argued for a study into a possible ban in April after fellow city councillor Michael Thompson was assaulted, allegedly by an aggressive panhandler.

Pitfield says the situation is out of control and contends some of those individuals asking for change aren't homeless.

The motion to study a possible ban passed by a vote of 25 to 11.

One of the 11 against it, Coun. Joe Mihevc, feels the exercise is "shameful."

Mihevc believes there are other ways of solving the panhandling situation with dignity than by banning the activity outright. He cited affordable housing and better shelters as two possibilities worth examining.

hmmm. a good thing or bad thing?

If we ban panhandling - then what are all the homeless people going to do?

how will they be handled?
Will they be pretty much left there to die?
no housing, no sort of income....

perhaps what they should do is spend some of the $44000 per homeless person ON THE HOMELESS!

where is allt his money going and who is getting rich off it? Certainly not the homeless thats for sure

Get jobs! *gasp* I'm SO ing tired of seeing 20-30 year old panhandlers on the streets! What the hell? The government houses them, feeds them, clothes them and teaches them for FREE! There should be NO reason for them to panhandle!

hehe. It sounds like the obvious answer, however they are many that are not mentally capable to do so.

There's just never that happy medium.

Canada has programs for the mentally incompetent, my grandparents take in mentally handicapped people and these people get to work simple jobs day to day and make a little money while the people taking care of them provide shelter and food and what not.

There's no reason why there should NOT be a ban. Sorry but these people can go and get jobs.....and if they aren't capable of doing so mentally or physically there are programs to help with that.

except that people are severely mentally ill likely aren't in a frame of mind where they would be able to seek out professional help on their own...assuming they were even consciously aware of the severity of their own illness in the first place.

so barring implementing forced medical and mental health treatment on the homeless...I don't think it's that simple.


Agressive panhandlers are subject to the same laws as average people...if a panhandler assaults you, then report it. Banning panhandling because of some being overly agressive is ridiculous and doesn't address the problem in the first place.

Maybe they should make homelessness illegal too...I guess that would solve that awful problem of homelessness! :rolleyes:

Agreed.

Instead of being so concerned as to how the homeless inconvenience those who are more fortunate, perhaps they should be focussing on something that will abolish this problem altogether.
