Basshunter is definitely cheesy, but his stuff is too goofy and light-hearted to be considered the highest cheese, I think.

To reach the highest level of cheese, music has to take itself really seriously and strive earnestly to be "dramatic" or "touching" or "uplifting" or other such stuff while still remaining facile and simplistic (which gives it its cheesy quality). "Love You More" is a perfect example of this.
