This is largely a product of the incorrect belief (which seems to be held by the masses) that if drug X has been criminalized by the state then drug X must be 'dangerous enough' to warrant such prohibition. Our country's first drug laws were created in an explicit attempt to decrease Asian immigration into Canada NOT respond to the addictive quality of opium (and in the 1930s when politicians began debating about the criminalization of marijuana some individuals were not even aware of the drug's outlawed status (which was instituted in the mid-1920s: marijuana was basically placed onto a list of other substances to be criminalized without any reason given at the time)). |
