Something federal govt does within its jurisdiction vs something provincial and municipal govt is responsible within its jurisdiction.

Do I need to go over what each level of govt is suppose to be responsible under the law again?

yikes.

I understand the appeal of Toronto but it just seems like it's a chaotic mess these days (cost of living, traffic, TTC). I don't really pay attention, but who is more to blame for Toronto's woes? The Federal government not handing over enough or city council mismanaging their funds? or both?
