Black-white gap in test scores remains, even at high-income schools (pg. 3)

If you compare the scores of 100 white kids with 20 black kids, then there is a higher probability that the average score of the 100 white kids is going to be greater than that of the black kids. You need to make two pools of equal number of white and black students (say 1000) from a particular income group, randomly pick the same number of students from each pool (say 150) and compare their test results.

Why is this the case?

That would also seem to imply that the average score of a group of 10,000 randomly selected black kids would be higher than the average score of a group of 1,000 other randomly selected black kids.

Never heard of this effect.

he's probably referring to the size of the sample population and it's impact on the reliability of the results (standard deviations, degrees, etc).

Yeah, I'm aware of that, but it seemed like he was saying that the mean would probably trend upward as the sample size increased...

The variation of intelligence in a large pool of students is obviously not to be found in a smaller pool. Hence, you must take a large pool of equal number of students so that the same type of variation in the quality you wish to measure, is present in each pool. Take the same income group, so that the disparity in wealth as a factor of influence is weeded out. Now pick a random smaller batch or batches from the pool and do your tests. I think this procedure will make the testing more objective.

Yes that would, but the difference in the score will decrease if you take larger and larger pools. The difference may be less for 10,000 and 1000 kids or even lesser for say 100,000 and 10,000 kids. But in these high income schools, I think the number of black kids are disproportionately less than the white kids, and hence you cannot make generalization from these results.

Neither have I. But I am guessing that the disproportionate size of the black and white kids pool is influencing the study results.
