What should the juvenile arsonist's penalty be?

One of the California fires was started by pre-teen boy playing with matches. As far as I know, they have released him to his parents and have not decided what charges, if any, they will press.
This fire caused massive property damage and incidental injury. In your opinion, should the arsonist be held accountable for this? Does that change because of his age? What, if anything, do you think ought to be done with this boy?

| Every day after school... 4 hours a day... help with rebuilding until all the damage is repaired. Of course, if that were me as a kid, they wouldn't have to punish me... just turn me over to my folks... the beatin' that would ensue would be far worse than any punishment John Q. State could dish out! |

Either the boy is old enough to be held accountable for his actions OR his parents/guardians should be held accountable for his actions.
IMO, so many of the parents in the us suck. Most of them don't teach their children manners or the difference between right and wrong, they don't instill morals or values, they don't feed their children healthy meals, they don't encourage their children to exercise and stay fit, they expect the teachers to educate them, they expect game stations and televisions to entertain them....
If you prosecuted the parents with the hopes of setting an example, would other parents become better parents? Prolly not. So, I guess they should do nothing.
