It's more crucial and relevant now than it has ever been. The last line of defense against the tyranny of the government is a well-armed populace.
As far as it being a cultural thing - school shootings happen in Middle East, India, etc. It's not exclusive to U.S. though it happens more frequently here than anywhere else.

What he is saying is that American's don't have realistic values they are living in a dream and not the real world. Like who uses water in the toilet bowl? American's do.
